Kate Phipps has a broad civil litigation practice with a focus on public law matters including aboriginal and constitutional law, administrative law, education, employment, labour, and human rights. Kate has also advised governments and regulators on policy development and regulatory compliance.
Kate has appeared and assisted senior counsel before the British Columbia Provincial Court, the Supreme Court of British Columbia, and in arbitrations under the Canada Transportation Act. She has also advocated for clients before a range of administrative tribunals including the Health Professions Review Board, the B.C. Utilities Commission and the B.C. Human Rights Tribunal.
Kate was called to the Bar of British Columbia in 2013 after completing a one-year clerkship with the Supreme Court of British Columbia. She went on to article and practice with the administrative and regulatory law group in the litigation department of a leading national law firm. Prior to joining Underhill, Boies Parker, Gage & Latimer LLP, Kate spent three years acting as Legal Counsel to the British Columbia Supreme Court, where she assisted a judge with all aspects of a lengthy, complex constitutional trial.
Leadership, Membership & Honours
Kate has been an active member of the Canadian Bar Association since 2008. As a law student at UBC Law, Kate held a series of positions with the Law Student Society, including Vice President (Academic), and served as the law student representative to the UBC Alma Matter Society. She sat as the student representative on a number of faculty committees, including the committee tasked with developing the law school’s strategic plan. She was awarded course prizes in contracts, torts, administrative law, employment law and competitive mooting, as well as two scholarships for student leadership
